Chapter 012: Decision

Episode 001: The Count

The sound of the gavel.

Or rather—the sharp, absolute silence that gripped the chamber a split second before the wood met the block. The air contracted, heavy with the residue of two days of bitter rhetorical combat.

"The committee has deliberated extensively on the testimony presented," Chairman Harrison Hale announced, his dry, measured voice cutting through the cavernous room.

James sat at the witness table, his finger traced the edge of his inactive tablet, using the cold metal to anchor himself to reality.

"We will now proceed to the final vote on the bill."

The gavel fell.

Thud.

The sound amplified through the microphones. The fourteen committee members turned to their electronic voting screens. James watched their expressions closely from afar.

Brian Walsh maintained a faint, smug grin. Christopher Hayes entered his confirmation with detached efficiency, while Secretary Porter sat with his hands folded, eyes closed.

On the opposite flank, Dr. Crawford rubbed his temples in exhaustion, and Professor Bennett stared straight ahead into the hollow center of the room. Professor Crane's hand shook slightly against the mahogany surface.

The vote took only seconds, but to James, it felt like an eternity.

Chairman Hale adjusted his glasses and read the digital tally.

"The ayes are 8, the nays are 6. The motion carries."


Total silence.

The room felt like an open grave. After a long pause, Hayes closed his leather binder, speaking with complete indifference.

"The outcome was mathematically certain."

Walsh offered an immediate nod, his victory completely transparent. Porter opened his eyes, satisfied that the national interest had been secured.

Dr. Steven Hart spoke quietly into his mic.

"NY Medical Center will begin immediate preparations for the next deployment wave."

James stared at Hart. The brief flash of intellectual doubt the man had shown yesterday had vanished, replaced by total compliance with the institutional machine.

And then—Nathan Cole.

James looked at the Atlas Dynamics CEO, expecting triumph, but found the man staring down at his folded hands, looking completely hollow.

Perhaps he saw the future of his creations—mass-produced and ground down by human greed. Cole's jaw tightened, and though his lips parted slightly, he chose to remain silent, deliberately avoiding James's gaze.

Professor Bennett rose from her seat without a word of protest, gathered her things, and walked out of the chamber, the heavy oak doors clicking shut behind her.

Dr. Crawford let out a harsh laugh, glaring across the aisle.

"History will remember this spineless betrayal!"

Hayes ignored him entirely, accepting his overcoat from an aide. Dr. Blake lowered his head, whispering to his notes.

"I only hope my worst projections are wrong..."

Professor Crane looked at James, her eyes heavy with defeat.

"You spoke of amending the Charter... but to these men, the law is merely a convenient fiction."

She left the platform slowly, while Paul Donovan sat with his fists clenched, the veins on his arms bulging with rage.

From the back gallery, Karen Mitchell stood up. She paused to look over the floor, her voice cutting through the room like ice.

"Look at this."

The remaining staffers turned toward her.

"All our civilized words—and they changed absolutely nothing."

It was a cold statement of fact. She checked a brief text on her phone, her expression hardening into absolute certainty. The institutional path was dead; she turned toward the exit leading down to the garage, stepping out of the system entirely.

James sat motionless as the room cleared out.

"Session archived," Iris announced flatly, closing her terminal. The simple count of eight to six had officially buried all the exceptions, vulnerabilities, and internal screams they had tried to expose.

Nora placed a hand on James's shoulder.

"James..."

"Not now, Nora... Let's talk outside."

James shook his head, keeping his face turned away to hide his raw emotion.


Episode 002: The Illusion of "Us"

Two hours later, the Capitol rotunda was eerily quiet.

Only the footsteps of James, Nora, and Iris echoed against the vast stone floor. The half-lit hall felt like a museum of dead ideals.

James stopped near a massive column, looking up at the dome.

"Nora."

"Yes, James?"

"That 'National Competitiveness' line... the whole argument Porter used to seal the vote."

James let out a bitter laugh.

"It's just a grand corporate wrapper for human selfishness. By framing it as 'us' against the world, they gave everyone a clean conscience to exploit the machines and discard human workers. Once you wrap greed in the flag, no one dares call it a crime."

Nora stared down at the marble floor, acknowledging the dark truth he had pulled into the light.

"Yes... you're entirely right, James," she whispered.

"So how do we break an alliance that feeds on its own survival?"

James couldn't answer, his eyes drifting back to the heavy bronze doors.

Right then, Nora noticed a figure in the shadows near the lower exit.

Karen Mitchell was on her phone, her voice low and sharp. Nora held her breath to listen.

"...Yeah, it passed. You were right from the start. Talking inside their rules is a fool's game. We change tactics now."

Mitchell hung up, her face devoid of doubt as she walked out into the dark plaza where the crowds were waiting.

The era of peaceful negotiation was over; the conflict was moving to the streets.
